Critiques include funding sources (taxpayers), worries over over-expansion, decision-making powers, and provincial responsibilities. The letter is annotated [by an unknown author], as are the attached copies of the Bill in question.

Letter from R. E. Mann, Planning Consultant at R. E. Mann Ltd., to Gary Harness, Chief Planning Officer at the Department of Municipal Affairs at the BC Provincial Government, on November 5, 1976 regarding changes and revisions to the Official Community Plan draft to which the RMOW council had submitted suggestions. Bylaw No. 8 is also mentioned as the precursor document for the Official Community Plan. Geoff Pearce received a copy of this letter from R. E. Mann.

7th edition newsletter for the Resort Municipality of Whistler sent out in February 1976, which broaches topics including zoning, Official Community Plan bylaws, limits to growth, comfortable carrying capacity, accommodations, transportation, resort development, sewage, bed count, recreation, sustainability, and future outlook on development. The Newsletter was prepared by first council-member John Hetherington.

Draft of the Official Community Plan sent to the Resort Municipality of Whistler on behalf of Urban Programme Planners (of R. E. Mann Ltd.) on October 29, 1976. The document is a revised and expanded version of Bylaw No. 8 [WA_2019_037_01_003]. The plan is preceded by a letter to council presenting the plan on behalf of R. E. Mann and D. A. Halverson. The plan itself covers development area designations and policies, accommodation projection and allocation, distribution of future accommodation, accommodation mix, residential areas and potential residential areas, local commercial services, service commercial and industrial areas, recreation reserve areas, rural resource areas, transportation policies, sewer and water systems, and zoning and subdivision development regulations.
